Generally, the hotkey to attack is A, no matter what item you're equipped with. BTW, all hotkeys and interface buttons are listed when you press F1....

It sounds like the body decayed, it's quite possible to still kill Rat Keung though. Have you given melee or hand to hand a try yet?

There are 2 ways AFAIK. One is to get a Systolic Motivator from that guy in combat armor in BoS, deliver it to the tech on the third level and repair...
