Is it true that an armor screens the effect of tattoos? (Or, in other words, if tattoos aren't visible, they have no effect?)

Has anyone tried running Fable:TLC on an ATI Radeon 9250 video card? I know it's bottom of the line these days, but the Req. for the game says 64mb...

I run the game with one and it runs some sort of safe mode but otherwise it's fine. Also your RAM can determine how it runs.
