I encountered a bug where Haer'Dalis, when he joins at lvl 15, has hardly any pickpocketabilities and no spellslots. This makes him even more useless...

Yeah that is what I mean. Ofcourse you need to know the exp table to do this and possibly also have someone other than yourself in the party.
