I found a poison head for the flail of the ages in Watchers Keep, but i cant figure out how to attach it. i went back to the forge in D'arnise Hold...

No, the ability is there as soon as you get the first three heads, it remains at 33% even after you have got all 5 heads.

just started playing bg2 (finished bg1 few times) and wondering if it is posible to permanetly raise your stats like in bg1 (with tomes)?

In WK you can get a permantent stat raise but not with the old fashion way(tomes) just wait until you get there. :)
