@RPGguy
You apply them afterwards. So, if you get a 16 strength which costs 10 points, then if you have a +2 bonus to strength it'd become 18 without any more cost in the point buy system.
@Kozeph-
You are welcome to do your own background.

Holy christ, it takes forever to learn how to set up a Sorcerer for the first time!!
Here is the character sheet for Monarch the Marr. I still have to choose my spells and figure out if I want a Familiar or not (and what kind).
Feats (human) = Improved Initiative and Spell Focus: Enchantment
Siberys, would you mind checking over the stats to make sure I didn't mess anything up? Thanks.

Kozeph asked what the level of technology and magic available is, so I'll explain.
This campaign is in between technology and magic of regular D&D and Eberron.
So, in game meanings-
Magic items-
~All common, buy-able throughout most metropolises.
~Some magic items, depending on their commonness will go up or down in price, some by as much as 30-50%.
Weapons-
~Martial and exotic weapons are as normal, traded at virtually any town or city.
~Advanced projectiles like Guns, muskets, pistols and the like are in their early prototype stages and nowhere near public.
Global Magic/Tech-
~Trains are available in many nations in the northern continent. They are an expensive way to travel but definitely possible. The southern continent doesn't have them due to the gaping wide desert.
~Airships are in early prototype stages.
~Many water based ships are reinforced with steel now. While still mostly wooden, they are more durable and much better crafted.

Mmk, everything looks fine.
One thing. The Cleric is Chaotic good, Derik is Chaotic Neutral, and Monarch is Chaotic Evil; for me this is fine but on one condition, no party killing. I'm going to try and present a mutual goal for you to all have in common but occasionally there will be some obvious differences in action. Just as long as you don't try and kill one another, that's fine with me.

Noted. Think of my guy who is motivated primarily to explore/unleash his innate powers. He will pursue any goal (as a quasi militia) so long as he can develop his skills and get rich!
I selected 'evil' primarily because of my religious connections to the Draconic deity and powers.

OK, Siberys...I've completed my character sheet. Please note the following additions
1. Cantrips selected = Mage Hand, Read Magic, Message, Disrupt Undead
2. LVL1 Spells = Sleep, Charm Person
3. Familiar = Weasel (Reflex +2)
4. Spot and Listen (misc. mod) + 2 each added for free Alertness feat
How do I get clear crystal/prism needed to 'Read Magic' and the fine sand/rose petal to cast Sleep? Should I buy one of those spellcaster belts to hold these ingredients materials or will all the various pockets on the explorer's outfit suffice?

Nah I just use it as part of the upkeep.
Think of it like the feat Eschew Materials, but so long as it has NO gold price instead of 1 GP price.
Any material component that requires an item with an actual gold piece cost though you'll have to purchase (I won't make you hunt for it though in a big city, just tell me you're buying them).

Quick intros for the two characters available-
Derrik Introduction-
For about four months now, you've been employed at the Dancing Troll Tavern, putting on various performances, earning coin and your keep to not become a complete slave. One day before the first full moon, your manager, Dante, comes out to you after a show. "Great work kid, real talent-cha got there. But, I hear that the performer over at the Alchemists Brew Inn has an even better act. I was thinking that with your skills, he might have a little "accident on the job" so to speak, if you're interested. The job pays quite well, it'll be enough to give you a whole new set of some fancy clothes or even a really nice instrument or something. You could do with the extra coin as anyone could, and he left it up to you as to how you decide to make this accident happen so it's not like he was asking you to kill someone, just bring their performance down a few notches. Whatever method you ended up choosing, you accepted the task and attended a performance to scope out the place the next day.
You entered the Inn and to your fascination, you saw a brightly technicolored stage with three performers all doing their bit together. Two of them were obviously back up acoustics, and the lead role stood out the most. He was an actor and narrator, telling a story to the audience. His face was painted black and white, tribal like, with several piercings and very little clothing, he was going all out. Although you were still fascinated, considering your abilities are similar to his, you understood that his methods of storytelling were using illusionary magic, creating images and figments in thin air to aid the story.
The audience was completely captivated by this performer, he's definitely out of your league. Though, halfway through the performance, he seemed to turn his attention to you. "And so the great beast will awaken...awaken with all it's burning bloody bile filled fury and it's even more terrifying magic! And it shall, it shall, oh yes it shall destroy everything.
Who can say why? Why would they do this? What would posess such a foul creature to do so," he says using his illusion magic to produce the visage of a Tiger, lion and other animals akin to that hunting it's prey, destroying everything in it's path. "Doom! Doom is the inevitable outcome of man, those who trench their way in the gods realm as our Heroin Madelin has done. She must die, she must pay the price for her folly!"
You see a humanoid figure now, fighting off the tigers and lions. This humanoid figure has long silky white hair, and translucent insect like wings on her back. Although she has magic and uses it against the tigers, it seems their burning rage is too much, and one bites her in half. "Save one, save a thousand, it does not matter. She has died, she has paid the price for her treachery.
But what was it that she did you ask? What was so evil that required such a brutal death? Do you all want to know?!" He raises his voice. The audience, in complete hypnotism all shout in unison "Yeah! Tell us yeah!!!" And with a quick twiddling of his fingers, he disappears and his voice seems to eminate throughout the entire inn "Another time perhaps. Muhuahahahahahahahaha!" he gives an evil cackle.
You hear a whisper behind you, as if suddenly the performer is standing next to you "If you help madelin, you are one of them. Doom will befall you the same as it did her. Live here as a slave, or die outside pointlessly, it seems Oliddamara is not on your side as much as you had hoped!" You turn and find no one, and can only contemplate who he was and how much he knew. One thing you could surmise, he was way out of your league and there was no way you'd try and hinder his performance.
Monarch Introduction-
You have the unfortunate folly of living in either the outskirts of the town, or the alleys/sewers evading any militia that find you. It seems your heritage was not enough to impress any of the local wizards to take you in as an apprentice, and so you could only practice in your own way, without a book or any geometry or scripting or anything like the wizards do. You ultimately found out how to perfect your powers, and while your repitoire of spells was not as expansive, you are able to use the ones you do know with relative ease.
As you practiced on wild animals, it seems some of them have gained alternate personalities from your charm or narcolepsy from your sleep. Some would deem this as a defilement of nature but you were able to turn a deer into a carnivore with your charming, it even hunted and ate an entire wolf, a true testament of power.
Although like many animals you've toyed with in the past, you knew it would soon become too tolerant of your abilities and eventually try to attack you, so you killed it for food before it became too late.
Every so often, after practicing with your magic so much, you meditate and are fortunate to gain a visage of Tiamat. Each time it seems like a different head talks to you, but one day, you noticed a conversations the heads had with themselves.
Red- "He's MINE! I shall train him in fire and destruction!"
Black- "No! Destruction is fine but a slow, plague filled death is better."
Blue- "Ha! Fools, do not underestimate the power of electricity. It can both destroy and burn things slowly or quickly! I shall give him my tutelage"
White- "Oh? is that so, well I propose a contest of heads, which of us is the strongest!"
Red- "You imbecile, we belong to the same body, we would all die if one us were to die!"
Black- "A god? Dying? You make me laugh, I doubt we could kill ourselves if we tried."
Then it seems to halt-
Green- "Hmph, it seems no one here is paying attention to the style of magic he is using. Clearly, he prefers to control the minds and bodies of others to do his bidding, a power that I am proficient with."
Although green dragons are usually extremely aggressive, this one seems abnormally complacent. Who knows why.
"Boy, listen and listen well," he says. "I can feel your power pulsing. Like all my children, it flows in you as a natural magic, not as a produced one like those foolish wizards attempt to emulate. Prove yourself to me, prove to me that our magic is still supreme.
I have a task for you, and I shall reward you greatly if you are to succeed."
Considering this is your god, and your ancestral mother, you find it hard to say no.
"Hehehehehe, good! There are several would be magicians out their. Some get their powers from gods, some from books and some from fury and you, you get yours from blood, our blood, my blood. We cannot stop the priests who are gifted by the gods themselves, and have learned to live alongside them, they are...useful to us. If we fight, they heal us. If we are weak, they strengthen us. They are wonderful tools of magic power that can be utilized for our benefit.
The others though, those whose magic comes from wizardry or even pure fury, this is a defilement against nature. My task to you is simple, they are your enemy and are to be destroyed by any means necessary. I often delight in watching my other children, they have found that stealing a wizards spellbook before they awaken for the day can be a very devious way to hinder them. One had the merth to burn the book right in front of the wizard too, that was a beautiful scene.
Those who rely purely on fury, anger and vengeance though, they are foes to be reckoned with. Caution yourself against them. Just remember, aside from priests, all magic users not akin to your own blood are blasphemers.
They....must.....die," she says fading away.

It is extremely easy and natural for you to sleep in nature, no city, no bed, no need for any ridiculous and unnecessary luxuries. You've lived on the outskirts of Kyr for most of your life, occasionally listening in on what's been going on in that place, but you usually don't care too much one way or another.
Most of your tools and coin were stolen from various unsuspecting farmers outside of Kyr, usually without them ever even being there. No need to draw attention to yourself, you just took what you needed and left while they were inside the city.
One day before a full moon, you were visited by two creatures. They wore thickly crafted crimson and white garments with waved stripes all throughout the pattern, gloves and black masks decorated with gold and red tribal markings to completely shadow their faces and body. They were clearly humanoid but that is all you knew of their race, but you did sense a deep, horrifying rage built deep inside them. A fury of magic, and an unnatural one at that.
Even their voices seem to be disingenious to their body types, obviously a distortion on their part.
"Do you know Madelin?" Is all one of them asked. Not knowing who she was, you saw no harm in answering honestly telling them no. "Then our business here is done, good day." They left, leaving you alone and unharmed. It felt strange that they let you go considering the obvious evil coming from them. You shrugged it off, and went back to your own business.
The next night, it seemed eerily peaceful. It was a night you cannot forget. The moon was bright and full, the sky was clear of any clouds and more stars could be seen that night than any other night. That is...until you saw the smoke and heard the screaming. It was as if the whole forest was dying all at once, and indeed it was. Several thousand trees were all lit on fire. You notice from a hill that it seemed to go on for miles and miles, and if you had to estimate, at least half the forest had been reduced to ash.
You knew something was up, you knew it was those two visitors from the night before. There is a darkness brewing in your heart but even that is a flickering candle compared to this level of vile blasphemy against nature. You vowed to hunt these defilers down and obliterate them so that not even nature would accept them back into their roots.
Through hitchhiking, and general craftiness, this has led you to Rackul. A city of many people of many kinds, and more importantly, information galore. This is where you begin your search for the murderers of your forest.
