I finally got around to experimenting with the Wizardslayer. I used the CLUA console to power up a Wizardslayer-Cleric and ctrl-Q'd Illasura. Here's what I came up with:
1) The manual is correct although a bit confusing regarding MR. Wizardslayers get 1% MR for levels 1-19. Then, for every EVEN level starting at level 20, they get 5% MR while for every ODD level starting at level 21 they get 1% MR. So, at level 19, they have 19% MR, at level 20, they have 24% MR, at level 22, it's 30% MR.
2) The miscast magic effect works through stoneskin. I had Illasura cast stoneskin, and then my WizardSlayer hit her multiple times while she was stoneskinned, and stopped after the last stoneskin disappeared. She then tried to cast spells and repeatedly failed.
3) Energy blades thrown by a Wizard Slayer do NOT have a miscast magic effect.
4) The miscast effect appears to be 20% per hit, not 10%. I had my wizardslayer hit Illasura exactly 5 times, I used the combat feedback option and counted--exactly 5. After that, she tried to cast spells and five spells in a row failed. Unless she rolled "tails" five times in a row, and that would be statistically extremely unlikely, it looks like it was 20% miscast per hit, not 10%.
5) The miscast effect seems to last 5 rounds after the last hit. Again, after my wizardslayer hit Illasura 5 times, she tried to cast spells and failed five times. The sixth one was a success. And the seventh. And the eight. And the ninth. And the tenth. I repeated the same thing again. Again, five spells in a row were failures, followed by successes.

Also, for those who don't already know, if you dual your wizardslayer to a thief and acquire the "use any item" advanced ability, your wizardslayer can use any item including magical items.
Finally, in SoA (and I'm not sure if this was the original or the patch and also whether this has changed in the TOB-installed SoA), the Wizardslayer got 2% MR per level up to level 19. Now, what I've heard is that if you import your Wizardslayer to TOB, they don't redo your MR, but you have whatever MR you came with. The implications is that if you have 38% MR at level 19 instead of 19%, then by the time you reach level 40, you will have over 100% MR without any MR items.

I don't think that it's a bug, but it looks like Wizardslayers can use the Amulet of Seldarin which was the reward for beating SoA and also which any character is given when created in TOB. It gives 10% MR, which is nice for Wizardslayers who want to close the final gap in MR.
Also, they made it so that they could use potions--it wasn't like this in SoA.

I don't think these roleplay questions can be answered by anyone.
The developers obviously thought it was unbalanced gameplay that Wizardslayers couldn't drink potions.
Hey, if you can live with it, that's fine by me. My view would be "why not?" Surely a Wizardslayer would use all available means at his disposal to destroy mages - armour weapons and potions are all easy to use (its not like (s)he casts a spell by gulping a potion). Wouldn't it be satisfyingly ironic that a WS uses potions brewed by mages to defeat mages? Maybe some potions are natural or made by clerics.

How's this in PnP? I'd guess that healing potions are made by Clerics, since Mages aren't too good at healing spells. Oil of Speed is another matter, though.

Heh heh, you could make a party of six wizard slayer/mages. Basically, they'd be a group of adventurers that hate themselves and everyone they travel with. You could use SK to make them gnomes or half-orcs, for even more tragic hilarity.
