Does this feat grant a +1 to AC at all times, or does it need to be activated?

Dodge adds +1 to armor, that's permanent generic. You don't have to activate it.

i think dodge armour bonuses stack unlike the deflection bonuses etc.

It's only limitation appears to be that shapeshifted druids do not get the bonus when in creature form.

Wow, sounds pretty decent. Thanks! Now, how do stat requirements for feats work? For instance, you need a 13 dexterity for the dodge feat. Lets say you start with a 12 dex, but then wear an item that grants +2 to your dex. Can you pick the dodge feat with an effective 14 dexterity?

No, I'm pretty sure that won't work. It's determined by the base dexterity.
