1 - Lookout Cave
There isn't any way to reach the plateau with Lookout Cave from Hathor Basin. You can only enter the cave from Rhakotis.
2 - Seba
Seba (#2) will trigger the side quest "The Beast of Legend." He'll tell you about "something big that prowls at night" and let you know that it can be found in a nearby cave (#2a). When you reach the cave, you'll discover that the beast is an Ancient Scorpos, but it's only a mini-boss, and so it should be relatively easy to kill. When it dies, you'll receive 7500 experience points and 2 skill points.
