A new teaser website for Diablo III has just gone live, containing only a brief quote and a legal note that indicates Blizzard registered Reaper of Souls as a trademark, incidentally also the name of the teaser webpage.

If I had to guess, I'd say this is a teaser for an upcoming expansion announcement, but for now I'll leave you with the only concrete tidbit, the quote itself:
"Death, at last, shall spread its wings over all." - Book of Tyrael
