New Item and Locations

Lucian has pointed out that we did not have the Ring of Free Action listed, so I have added it, along with three locations. Additionally, I have altered the Long Sword of Action +4 to reflect the fact that it is no longer a random item if you have Heart of Winter installed (Black Isle took it out of the random tables). I have marked its static drop, for HoW only. Lastly, I've also added a location for the Robe of the Neutral Archmagi.
