I read over at Voodoo Extreme that Douglas Goodall of Bethesda stopped by the Elder Scrolls forums to post an update on why Morrowind is being delayed. Here's a rip from their forums:

The game is not being delayed because of the X-Box or WinXP. I just got a new, fast computer here which has XP, and Morrowind runs fine... Though Dark Age of Camelot had some issues with the latest "official" nVidia drivers and XP...

The delay is mainly for testing and bug fixes. I think the testing phase ended up being more work than anyone expected. I suspect this is true of any large game. For instance, I kept saying that my factions have *** quests total and it would take a long time to test them, but it never quite got through anyone's head that this was, indeed, alot of testing... Until it came time to do it.
