Personal development is exactly as it should be - personal. You can fight solo, but the emphasis is on group combat for the real fun encounters. You can leave the fighting alone and concentrate on a craft, or a commercial career. Your goal might be sightseeing or developing a guild of players. It might be genuine roleplay. It might be to spend all day looking for bugs to exploit, or to try and chat people up. In the course of a few hours wandering you'll meet all these types and more. The only thing you can't seem do at the moment is fight other players (or annoy them, because Sony gets very upset about this).
