IGN PC is reporting that NCsoft and Cryptic Studios are preparing the next major "issue" update for City of Heroes entitled Forest of Dread. A snip:

Issue 5 will introduce Croatoa, a new zone designed for heroes at levels 25 to 35. You'll also meet new villains, such as a Cabal of witches, the Red Cap imps, and the "legendary Tuatha de Dannan." The update includes new power sets, new zone events, and a new debt system.
