Faithfully re-creating its tabletop big brother is the sole positive aspect of D&D Tactics. And that's certainly commendable, especially if you're a nuts-and-bolts rules fan. With a better interface and some serious tweaks to the visuals, this one could have been a contender. But as it is, the game has too many design problems to enchant anyone aside from pen-and-paper diehards jonesing for D&D on the PSP.
And the review at GameSpy comes in at 1.5/5:
There is a story attached to the game, but it's on the same level as the Dungeons & Dragons film: there's some bad problem, and only indiscriminate murder can solve it. If you're looking for a tactical game on your PSP, consider the excellent Jeanne d'Arc instead. If you're looking for some 3.0 rules, fire up a copy of Baldur's Gate II and track down the newest version of the Icewind Gate mod. Dungeons & Dragons Tactics manages to capture the clunky inapproachability of the d20 rules while keeping none of their underlying elegance, making it tough to recommend it to anyone.
Seriously, there is no way you can tell me this game deserves a 30%. It may not be perfect, but I expect a 30% game to be virtually unplayable and Dungeons & Dragons Tactics does many things very well.
