BioWare's rather odd distribution model for Mass Effect means that the Collector's Edition version will only be available online in the United States, and not at all in many other countries. Chris Priestly explains on the official forums:

LCE available through select online retailers
LCE not available in stores
Bonus disc available online or in stores (selected merchants, check your local stores) for preorders

Europe
LCE available in store (check with local retailers)
Bonus disc not available
