Jervis Tetch, aka the Mad Hatter, is a master of hypnotism and mind control technology, which he uses to turn people into his slaves. As a strange, stunted little man obsessed with Alice's Adventures in Wonderland, it is no surprise that his dream is to recreate Lewis Carroll's fantasy in the real world.
Tetch is fascinated with hats and even has a specially-designed piece of headgear that allows him to control the mind of anyone who wears it. He has no physical powers, but relies on his army of hypnotized minions to do his work for him. Hats off to Jervis!
Although Tetch sometimes lends his technology to other villains, he mostly acts alone. After all, his fixation with fantastical fiction is not every criminal's cup of tea.
