Help with Official Mod issues

I downloaded and installed the Official mods of Mehrune Razor and Frostcrag Spire. Both installed correctly and show up in the data files load screen but my journal does not update and I cannot get into the Wizard's Tower. It is there but needs the proper key. Anyone have this issue? Any ideas on ...

the only people i have managed to lure there to sacrifice have been henchmen who will happily teleport with you to their doom and one or two silly merchants. I believe I have gotten one or two people to follow me there but, sadly, you cannot get any of the children to teleport away to be sacrificed ...

if i recall correctly, the wish spell is tied directly into the intelligence and wisdom scores, which means that the higher the scores are, the better the wish options is.
