Several threads on this bug try search if this doesn't do it.
1. Kill all ninjas in the room both floors, save your game then reload which most times resets the stuck bar. To open the door place your character against the bar sticking out and walk towards the way you want it to open.

Depends: If you killed the infected woman first you should be looking for bums,
if you killed the infected guy first you should be looking in the apartment building where your downtown haven is. Make sure that you have gone through all dialogue options with damsel.

There is a known bug with the bar sticking. To fix make sure all the ninjas in the room are dead and try the bar as suggested by buddybird. If it will not move when your character pushes against, it do a save and then reload the save. This should fix the problem. Good Luck
