You should be able to catch him outside the front entrance of the hospital. Otherwise, try looking near the bar at the ground floor of the Asylum, which is where I talked with him first, actually.

Ooh, I was having trouble finishing that as a Toreador myself. But with Celerity 4 and an Anaconda with plenty of ammo that I picked up at the supermarket in Hollywood, I was able to finish it in a couple of tries. Also, strafing helps avoid his lunging attacks.
