for me it was opposite, she never appeared in Port Llast, but did appear in the Merchant Quarter. I don't think you need any specific party makeup.

I'm playing an archer-type character, and thus my agility is pretty high (102 or something ATM), and I rarely get knocked over.

One thing I find annoying about Oblivion is the voice-acting. They have only used like 5-6 actors in total, it seems.. The fact that there are several NPC's in each town that has the exact same voice, is crap. The guards even share their voice (yeah, all guards have the same voice) with severeal NPC ...
