Though I have tried to steer away from this in my games, it seems I can't stay away from enchanted Heavy armor. Since that option isn't availible, I'll just go with Heavy.

At both of the weapons strongest (probably level 20+), they have a base damage of 24 with the enchantments of Damage Speed 30 points for 45 seconds and Fire Damage 35 points for 1 second.

If you've only just started the Thieves Guild Quest line then you cannot trade with him. If you do manage to find him( Before finishing the quest line, I've found him in the Imperial City Market District) it will say you can barter with him but he'll say that he doesn't know what you're talking about.

You may have many problems. The most obvious to check would be if you've got a screwed up disk. Another would be that while running the game you go over the amount of space the computer can hold, and it deals with it by crashing the computer. I like Frostcraig Spire the best only because of the glitch associated with it.

While doing the Knights of the White Stalion Quest (level 20+), the guy you kill in those ruins had full daedric armor and an enchanted Daedric Helmet, for me anyway.

That's right. Though I do believe there is a path to get to it, the best way is to just have a lot of potions and a magic item that lets you walk on water. If you're level 20+ and haven't finnished the main quest, Cruelty's Heart is pretty powerfull.

I was refering to the Shield spell, as fable said. But I have 100% Shield. Shouldn't that mean that I can't be damaged by normal weapon attacks?

I'm confused. I have 100% Shield (through various enchantments) but I can still be damaged by normal weapons. So, my question is what is Shield?
