When you start a new game the "import The Witcher" saves should be available if such a save is available, right after you click "new game".

Potions can be used only from the meditate screen, which you can enter by pressing Ctrl.

You are correct. Other than the Auld Lang Syne quest, this is the only place you can get said armor, which has the highest DT in the game. It is possibly the hardest area in the game due to the density of the deathclaw groups, but it's quite a reward.

It doesn't give you new items, rather it replaces existing rare items with other silly rare items, like a unique gauss rifle with the alien blaster.
