I know you have to use the tilde ( ~ ) but how do you enable that function? When I tried to bring it up to change clans, nothing happened.

As a Gangrel, does your unarmed/melee attack skill effect the damage you deal with your claws?

I would almost say unarmed will almost certainly affect it and melee will not at all.
