@Waverly: Politics must be part of it. Also, in UK's case, it may be cheaper import from abroad... This Foot-and-Mouth (Strange name) disease itself seems to have come from South America with imported livestock...

How can you guys discuss Machiavelli without me *sob*
Well not that I know much about medieval Italy or Machiavelli except what I've recently have read.
But according to what I read - Machiavelli has been greatly misused in popular opinion.
He is not diabolic, nor dose he promote a despotic state.
He just look at statesmanship in his time and explained how to act in various situations.
Of course he has stated that torture had it's justification - but should not be used in abundance. Likewise he has stated that you have to get your people to like you if you are to rule successfully.
In his work there are a lot of things that go against what we se as a "democratic" society - but again we have to remember when it was written and to whom it was written.
I must say that I even feel that he made some excellent points that also can be used in the modern society.
