Background
You'll receive this quest from Father Elijah the first time you arrive at the
Villa.
Walkthrough
Elijah will encourage you to recruit a team of casino robbers, including a super mutant named Dog. You'll find Dog in the
Villa police station, locked inside a cell. However, when you approach him, he'll ignore you, and you won't have any way to free him. To get Dog to notice you, you'll need to make your way into the police station's basement, where you'll hear the voice of God. God will direct you to the back of the basement, where you'll find the Dog Command Tape. When you reach it, God will command you to "Take my voice to the cage above. Let me speak to the beast inside."
Back upstairs, when you play the holotape near Dog, he'll switch personalities and become God, and he'll speak to you again. God will tell you that he's much more interested in Father Elijah than you, and that he's content to stay in his cell until Father Elijah shows up, but he'll let slip that he has the key with him. This will give you two ways to get Dog/God to come out: you can prove your loyalty to God by not letting Dog escape, or you can play Elijah's voice (via the "Prisoner Commands" note) to call forth Dog and then tell him about the key. Unlike God, Dog will always do what he's told.
Regardless, when you get Dog/God out of the cell, you'll complete the quest and earn 560 xp. If you have Dog with you, then you'll gain the benefit of his Ravenous Hunger (he'll eat any ghosts that you fight). If you have God with you, then you'll gain the In My Footsteps perk (+10 Sneak, plus the Light Step perk). You can also send Dog/God to meet you at the fountain in the Villa and not use him as a companion at all. If you have Dog/God with you and decide that you'd rather have the other personality around instead, then you can play Elijah's "Prisoner Command" note to call forth Dog, or God's "Dog Command Tape" note to call forth God.
Note: If you travel with Dog, and if you see him eat a ghost, then if you ask him about it, he'll teach
you the Ghost Hunter perk, which will make it easier for you to kill ghosts.
Another Note: After completing the quest, new ghosts will spawn in the
Villa.
