To my knowledge there are no spells higher than 9th level in 2nd edition. 3ed has Epic levels, that would be any character that reaches 21 level and higher. There are epic level spells that go along with that, but they aren't catagorized as 10th 11th and so on (I don't think anyway)

Just a single, simple thought off the top of my head (and you'll have to excuse me, I'm not a big wizard guy, so I don't even know if you can do this! lol) How about, using Wizards Hand to cast the somantic componet of a spell when the Wizards actual hands are bound.......
