They definitely need to go into the "data" folder. You might have to restart your campaign, but I'm not sure.

The zip comes with other files besides the .dll. If I recall, there should be a folder called "data" in there as well. There is also a data folder in your main ToEE directory. You can check the numbers by clicking the little d20 symbol in the lower right and then clicking the "miss" report to see a breakdown. Most likely you're just rolling really low, but if there's something else going on, you should get some hint there via modifiers and such.
