I have had the same problem but with a Deadric Helm. So far only one has dropped and I enchanted it to match my strength suit. I have been looking for another for my Chameleon suit for quite some time now.

This can be frustrating when in Oblivion and that Demora just dispposed of does not give up ...

I believe there is a mod out there that will at least make your weopon visable while 100% Chameleon. Do a search in this forum on Chameleon and you should find it.

You can purchase Open Average Lock from Orintur in Cheydinhal's Mages Guild or Volanaro in Bruma's. Highlight: I would strongly recommend doing the Daedra quest that gives you the skeleton key. You will never have to worry about opening locks again.

There is a Transcendent Sigil Stone that gives 30% Chameleon, but you'll need to be leveled and play the save game/random stone game. Once you have four, you can enchant any four items and be over 100% with them.

There is indeed a bug to this quest. It has to do with accidentally hiting more than one NPC with Mora's soul trap. I was able to do all but Orc and Argonian.

The above suggestions will work, but I found the fastest way to level up in this skill is to find the lowest bound item (I used bound boots) and keep hittn' the "c". You can do this as you travel and you don't need to wait until the bound item returns to Oblivion to conjure the next one.

This sounds like it might be one of the Settlement quests given by Corrick Northwode in Harm's Folly. He gives you a quest to retrieve his wife's amulet from a pack of Goblins located in Exhausted Mine.
