Alright so long before i started with the missions i explored the map by going around the world once or twice and i stopped in tel fyr and went down...

If disposition does help you can always try a fortify intell potion, make a better fortify intell potion with your now higher intell and keep this up...

hi... i'm playing morrowind now but i had a problem someone cast a spell on me and my strength went down from 60 to 50 i tried common disease potion...

While the temple's the more immediate solution, a good idea might be to stock up on restore spells for various attributes, and keep at least the ones...
