actually its a lift, go to the right side of the walkway at the beginning it will raise you up just by walking/swimming...

You have to talk to the guy downstairs again and click both dialogue options. Now the lift will work. This is an oddity of the game!

When you create a character, it gives you the chance to select the Heraldry of +2 Luck. I do not see where there is a stat that shows what your Luck...
