Area Note
To reach this location, you'll need to pass through the Betrayer's Gate in the Death God's Vault.
This location starts the final sequence in the campaign. World exits will now only take you to locations in the City of Judgment. You won't be able to return to other areas in the world.
Each time you move to a new part of the city via the world map, you'll essentially rest like before, but no time will pass, and you won't lose any spirit energy.
Walkthrough
When you arrive here (#1), you'll be met by Zoab, one of Akachi's lieutenants. He'll give you a basic rundown of what's going on. Then when you move towards the gate (W), you'll be met by the defenders of the city, and you'll have to make a decision: to take control of the current Crusade and attack the city, or to join Kelemvor's forces and defend the city.
If you side with the defenders while Kaelyn is in your party, then she'll leave you and you'll have to fight her at
Eternity's End. Otherwise, if you side with the attackers, then Ammon Jerro will join you (provided that you didn't devour his soul), and if you side with the defenders then Araman will join you.
Next you'll have to decide which part of the city to attack or defend first. This decision won't make a lot of difference. For the attackers it will mostly only change a single reward item, and you probably won't need that item anyway. For the defenders, it won't really change anything. If you're not sure how to proceed, the most convenient route is to start with the Supplicants' Gate, then move on to the
Basilica of Lost Hope, and finally to visit
Eternity's End.
If you join the attackers...
When you first arrive at the Supplicants' Gate, when you choose to stay with the attackers, you'll get an opportunity to talk to the defenders at the gate and convince them to leave. If you convince all of the defenders to leave, then you'll earn 1500 experience points. If you only convince some of the defenders to leave, then you'll earn 1000 experience points. If you're not convincing at all, then you'll have to fight the defenders, and on their corpses you'll find some equipment like the dagger
Myr Styah'be'eh and a
Planar Hunter's Cloak.
During the subsequent conversation, if you pick the Supplicants' Gate as your first destination, then you'll have to battle three waves of militia and divine champions at the gate (W). At the conclusion of the fighting, you'll earn 2000 experience points, and Sey'ryu will give you
Sey'ryu's Scale.
If the Gate wasn't your first destination, then you'll only have to battle a handful of Kelemvor's forces as they attack Sey'ryu. This is a much easier battle, and you'll still earn 2000 experience points. If you let Sey'ryu get killed, then you'll find
Sey'ryu's Scales on his corpse.
If you join the defenders...
When you first talk to the defenders at the gate, if you choose to side with them and forsake the Crusade, then two of your former captains will enter the city, but Sey'ryu will attack you. All of the gate defenders will help you in the battle, so it shouldn't cause much of a problem, and you'll find
Sey'ryu's Scales after it's over.
During the subsequent conversation, if you pick the Supplicants' Gate as your first destination, then you'll have to battle three waves of demons, culminating with a balor named Uleth the Corruptor. The demons will come from a portal near your starting point (#1), but none of them should pose much of a challenge, and you'll receive 2000 experience points at the end of the battle. Uleth will also drop three spell scrolls.
If the Gate wasn't your first destination, then you'll only have to battle a balor named Nal'grazzn the Defiler plus a trio of hezrou demons. Defeating this group will earn you 2000 experience points.
