You can use the jagged arrowheads in the secondary quest
Viperclaw.

Between the house, its cellar, and the secret room in the cellar (opened by clicking on the lamp on
the northern wall) you'll find several containers to loot.

This is where you'll first meet Finala. See the primary quest
