The first official patch for Fallout 2 is 1.2b, and 1.1 for Fallout. A wild guess - you've accidentally installed the patch for the wrong game (although I don't know how this is possible), so uninstalling the game doesn't remove all the files.
As for fixing the problem, try with manual installation.

Actually, the best method is to install patches in a consecutive order, ie. 1.02b, 1.03, 1.04, etc, regardless of whether they're official or unofficial.
