I haven't tried it with all of the races, but I'm positive it works for elves, half-elves and humans. You need to have high BE and CH and, if I'm not mistaken, fairly high Persuasion. In general, a male diplomat should be able to get involved with her with no problem. Not sure about dwarves, tho'. :D

When it comes to games, I value style, plot and gameplay. Everything else is secondary.
With that in mind, I'd say Arcanum is the game I've had most fun with, from its brilliant steampunk setting, a great plot and simply wonderful music. As for others:

If that was possible in the game, don't you think someone would already mention it in one of the numerous walkthroughs? I think someone who told you that has mixed up several quests, most probably the pagan gods quest, half-ogre quest and the dragon blood quest.

The first official patch for Fallout 2 is 1.2b, and 1.1 for Fallout. A wild guess - you've accidentally installed the patch for the wrong game (although I don't know how this is possible), so uninstalling the game doesn't remove all the files.
As for fixing the problem, try with manual installation.

I remember boosting my character to level 100 once and I got to choose a perk every three levels even after I got 20 of them. I guess the amount of perks you can get is limited only by the maximum level.

Actually, the best method is to install patches in a consecutive order, ie. 1.02b, 1.03, 1.04, etc, regardless of whether they're official or unofficial. Yeah, it can be bought from inventors, but since it's pretty rare, you'll just have to be persistent. Some items are very hard to come by in Arcanum.

Finished Fallout recently, it's been ten years after all. Also, I got BioShock, and I'm loving every minute of it. The atmosphere is simply awesome. I'm also playing ET Quake Wars demo and Test Drive Unlimited, but to a lesser extent.

Yep, games are way too hard these days. Definetely. The market is flooded with hardcore DnD RPGs and adventure games filled with insanely difficult puzzles. Don't get me started on those realistic simulators where one single mistake can lead to a disaster.
