There are ways to get onto the rooftops as well, and usually if the item you're supposed to pick up is important enough it will still be there after you climb onto the roofs

Before you talk to Vartugg be sure you have also talked to Mara Graemare at the Harrow Ruins. She will give you a letter that will allow you to talk to Vartugg in the first place.

This has happened to me at the top of the stairs, I either backflipped over them, or sometimes I 'hit' them with my weapon and they move..something to make them move I guess...maybe a gas cloud??
