To get the body armor from Heather, talk to her when you see the wreckage in front of Lacroix's tower (from the failed Sabbat attack). IIRC, that's after you finish the Society of Leopold mission. Don't talk to Lacroix until after you talk to Heather, that's always worked for me.

I just found out how much of a massive advantage the Nosferatu have in the sewers and in the final boss missions. (At least until they get to the bosses themselves.)
