Background
At some point after reaching level 20, a courier will come up to you and give you a
Museum Pamphlet, which will invite you to see the Museum of the Mythic Dawn in Dawnstar. When you reach the museum, you'll meet Silus Vesuius out front, and he'll give you this quest.
Walkthrough
Silus will tell you that after the Oblivion Crisis 150 years ago,
Mehrunes' Razor was stolen from the Mythic Dawn and separated into three pieces. Since these pieces are still in Skyrim, Silus will offer you gold if you can track them down and deliver them to him. To help you out in your search, Silus will give you
The Keepers of the Razor, a notebook where he's kept track of the owners of the pieces.
Here's where you'll find the three pieces:

Hilt of Mehrunes' Razor.
You'll find the hilt in Morthal, in a chest inside Jorgen and Lami's House. To get into the house and the chest, you can either pick the locks, or you can bribe, intimidate or persuade Jorgen (who works at the mill) to get the keys.

Pommel Stone of Mehrunes' Razor.
You'll find the pommel stone at Dead Crone Rock, which is located to the southwest of Markarth. To get there, you'll have to travel to Hag Rock Redoubt and then fight your way through the forsworn living there. Inside Dead Crone Rock, you'll have to battle even more forsworn, culminating with a hagraven named Drascua on the ramparts (reached via Exit B). Drascua will drop the pommel stone when she dies.

Shards of Mehrunes' Razor.
You'll find the blade shards inside Cracked Tusk Keep, which is located to the west of Falkreath (near the Dark Brotherhood Sanctuary). A company of orcs will be stationed there, so you'll have to do a lot of fighting both inside and out. To reach the blade shards, you'll have to make your way to the Cracked Tusk Vaults (via Exit C), perhaps killing the orc leader Ghunzul (#3) first to pick up the
Cracked Tusk Vault Key, which will make it easier to remove the bars (#4) blocking the entrance to the vaults. Inside the vaults, you'll find the shards sitting on a pedestal (#7), protected by a few wimpy traps that you can mostly disarm by activating tripwires.
Note: Outside the keep by the forge, you'll find the book
Light Armor Forging, which will increase your Smithing skill by 1.
When you deliver the pieces to Silus, he'll reward you with some gold, and he'll tell you that he has a theory about how to reassemble the pieces (including the
Scabbard of Mehrunes' Razor, which he already had). He'll speculate that if her were to travel to the Shrine of Mehrunes Dagon and attempt to contact Dagon, then Dagon would be so impressed that he'd repair the Razor. Silus will then head for the shrine, whether you sound enthusiastic about the idea or not.
When you reach the shrine (located in the mountains to the southwest of Markarth), Silus won't have any luck contacting Dagon, and he'll ask you to try. When you make your attempt (by activating the altar), Dagon will respond -- and he'll order you to kill the "pawn" Silus. Silus will then try to convince you to spare his life, and you'll have to make a choice:
- If you let Silus live, then he'll pay you 500 gold, and he'll take the pieces of the Razor to display in his museum (assuming he survives).
Note: Sometimes the dialogue with Silus won't appear properly, and you won't be given the opportunity to side with him.
- If you attack Silus (who has good magic resistance but poor physical resistance), then afterwards Dagon will ask you to touch the altar, which will cause the pieces of the Razor to reform together. You'll then be allowed to keep
Mehrunes' Razor.
Either way, Dagon will summon two dremora to attack you (either as a "final challenge" or because he's unhappy with you). Both dremora will drop a
Key to Mehrunes' Shrine. Inside the shrine (located right next to the altar), you'll have to deal with two more dremora, but you'll find three treasure chests and assorted other goodies, including the book
Catalogue of Armor Enchantments, which will increase your Enchanting skill by 1.

To open this gate you'll need to pull a nearby lever (#2).

Next to this lever you'll find the book
A Game at Dinner, which will increase your Alchemy skill by 1.

Next to the bars you'll find a locked cage. To open it, you'll either need to pick its "expert" lock, or you'll need to loot the
Cracked Tusk Vault Key from Ghunzul (#3). Inside the cage you'll find a button, and pressing the button will remove the bars.
5 - Minor Treasure Rooms
Inside these rooms you'll find some minor treasures, including soul gems, potions and armor. You'll also find two books:
Rislav the Righteous, which will increase your Light Armor skill by 1, and
Lost Legends, which can trigger the quest
Forbidden Legend.
6 - Barred Doorway
To remove the bars, you'll need to pull the two levers on the columns in front of the doorway.
7 - Blade Shards
Exits:
- Exit to ledge. You'll find a treasure chest on the ledge.
- Exit to ramparts. You'll find two chests, several soul gems, and the Word Wall for "Fear, Dismay" on the ramparts. You'll also find an
Unusual Gem /
Stone of Barenziah, which you'll need for the quest
No Stone Unturned.
- Exit to ramparts. If you climb up to the top of the ramparts, then you'll find an "apprentice" locked treasure chest there.
- Doorway between Cracked Tusk Keep and the Cracked Tusk Vaults.
- World exit.
