Look in all the chests in Radac's forge. In the ruins, I found a total of three charges, one of which I couldn't find anywhere to use.

IIRC, there's a chest with two satchels in a chest behind the 100-locked & trapped door next to the room with the massive robot.

I found the index mod to be rather disappointing. I miss the thunderclap and the multiple teleportation of the original. I'm not sure the convenience and the 17-pound weight decrease is worth having to look at the ugly bugger's face all the time instead of the insides of propylon chambers, though.

This is my guess.

You stole the soul gems off the Bosmer girl's desk in Balmora when Ajira sent you to steal her notes, didn't you? If you didn't, you should have. If you did, then just go to any non-mages' guild enchanter and build your items there. Tribunal Temples and Imperial Cult Shrines ...
