You have to be significantly DS to get Hanharr. If you are around the "neutral" point you will still get Mira. More precisely than that, I don't know.

There is a bug with respect to the lightsaber in Vogga's Hoard. It doesn't always appear and I don't know what triggers this behaviour. If you replay from a savegame before you opened the door, in all likelihood the saber will be there. :p

1-10 is the range of damage that can be done by the weapon. So, if you get a hit, the damage will be randomly choosen between those two bounds.

So 3-7 is better than 1-8 as 5 average damage is better than 4.5 . But 2-24 is much better than 3-12 (average of 13 as compared to 7.5 ).

When you left the Citadel station to go down to the restoration zone, you should have gotten a cutscene between Grenn and a Republic admiral (also there is a cutscene in the briefing room of the Harbinger when you check the logs). If that Admiral was Carth, then Revan was LS; otherwise DS.
