Background
The first time you talk to Kim manually, you can ask him why officers from two different precincts are working on the same case. He won't want to discuss it, and he'll suggest that you ask him again after you've inspected the body.
Walkthrough
After completing the task
Inspect Victim's Body, the next time you talk to Kim, you'll need to ask him, "Tell me about the case again." This will bring up the dialogue option for the "pissing competition." During the ensuing conversation, you'll learn that his precinct and yours can't decide who is responsible for Martinaise, with neither side wanting it, and so they came up with this "cop off" to settle the matter. You'll conjecture on a lot of positive reasons for why you were put on the case, when the reality is that your precinct might have just sent their worst so they'd lose. If you pass a Logic check, then Kim will disabuse you of this notion, and you'll gain morale. If you fail the check, then you'll lose morale. Either way, you'll earn 10 xp for completing the task.
