Explorer (1 Rank)
Prerequisite: None
When you choose the Explorer perk, every location in the Mojave wasteland is revealed on your map. So get out there and explore!
Our grade: D. The locations in the Mojave wasteland are packed pretty close together, so it's not too difficult to detect where the unexplored ones are. That is, this perk is only for the lazy.

Grim Reaper's Sprint (1 Rank)
Prerequisite: None
If you kill a target in V.A.T.S., twenty action points are restored upon exiting V.A.T.S. mode.
Our grade: C. This version of the perk is far less valuable than the one from Fallout 3 (which returned all AP), but it's still moderately useful if you spend a lot of time in VATS.

Ninja (1 Rank)
Prerequisite: Melee Weapons 80, Sneak 80
The Ninja perk grants you the power of the fabled shadow warriors. When attacking with either Melee Weapons or Unarmed, you gain a +15% critical chance on every strike. Sneak attack criticals do 25% more damage than normal.
Our grade: C. This perk is currently broken, so it's not as good as it sounds. Right now, the critical chance bonus is multiplied rather than added, and so, for example, if your critical hit chance is 10%, then selecting this perk will only increase it to 11.5% (10 * 1.15) rather than 25%. Any increase is critical chance is worthwhile, but don't expect a major benefit from this perk unless it's fixed.

Solar Powered (1 Rank)
Prerequisite: Endurance 7
With the Solar Powered perk, you gain an additional 2 points of Strength and slowly regenerate health when in direct sunlight.
Our grade: D. The bonuses are nice (along with the Strength, you'll regenerate 1 hit point every ten seconds), but you'll only get them in the daytime when you're outside. We'd rather select a lesser bonus that works all the time.
