Simply get an approval from the King, then return.
1 - Foreman Benin
Speak with Benin to begin the quest. You'll then head up to Ardan's Peaks at #2 to be near the Capital.
2 - Stairs up to Ardan's Peaks
Take them to exit at #3.
3 - Stairs down to Taron Mines
From here proceed to #4, the Capital of Kordar.
4 - Capital of Kordar, King Torn Digor
Speak with the King, briefly explain the dwarves' dilemma and he'll gladly sign the petition in this time of war. Now return to Foreman Benin for his reward!
