Simple communicate and return quest.
1 - Castle Verlon, Marquis Kontu
Speak with Kontu to receive the quest. He'll ask that you negotiate with the Barbarian Chieftain at #2 for a new treaty. To reach the beach where the chieftain is you'll need a boat from the nearby merchant first.
2 - Barbarian Chieftain
Speak with him in his tent and it will be simple dialogue with only one choice possible. When finished, return to Kontu for your reward and to begin the next quest, New Peace Pact.
