You'll receive this quest from Boxcars in the general store in Nipton.


Walkthrough

For this quest you'll need to rescue the two powder gangers who were taken as slaves during the Legion's attack on Nipton. You'll find the slaves and their captors in the Legion Raid Camp to the east. To rescue the powder gangers, you'll simply need to talk to them and untie them. However, if the Caesar's Legion soldiers in the camp spot you doing this, then they'll attack you. Depending on your actions thus far in the game, they might attack you regardless.

If you want to complete the quest without gaining any infamy with Caesar's Legion, then your best bet is to pick up some Legion armor in Nipton (there are a couple of places, such as at the ash pile next to the campers, where you're guaranteed to find the remains of a Legion soldier) and put it on as a disguise. Then inside the camp, you'll just need to untie the slaves when their Legion guards aren't looking. Since you'll usually only find two guards watching over the slaves, you shouldn't have to wait too long, but if you get impatient you can always use a Stealth Boy to guarantee success.

Regardless, when you untie the slaves they'll run away and disappear from the game, and you'll gain 100 xp and some powder ganger fame.
