Background

You'll receive this quest from Loyal at Nellis Air Force Base. You'll usually find Loyal in his house (#1) or in the hangar (#2).


Walkthrough

Loyal will ask you to repair the solar array panels on the top of the generator building (#3), which is located in the northeastern part of the base (at Nellis Array). To reach the roof, you'll need to go through the gate on the western side of the building and then climb the stairs. On the roof, you'll find five Broken Solar Reflectors. To repair them, you'll either need Repair 65 or the Solar Array Parts from the Broken Solar Reflectors at HELIOS One (which require Repair 20 to scavenge). If you need more points in your Repair skill, then you can find a copy of Dean's Electronics in Loyal's House (#1), and copies of Fixin' Things in the workshop (#4) and the schoolhouse (#5).

Each time you repair a panel, if you have Science 50, then you'll improve the panel's efficiency by 50%, and you'll earn 50 xp. Otherwise, you won't improve the panel, and you'll only earn 30 xp. After repairing all five panels, when you return to Loyal, he'll reward you with 300 xp plus some Boomer fame.
