Background
The first time you approach the
Boulder City ruins (#1), you'll be stopped by Lieutenant Monroe, who will give you the quest.
Walkthrough
Monroe will tell you that one of his patrols got into a firefight with a group of Great Khans and chased them into the ruins. Unfortunately, the Khans managed to capture two of the soldiers from the patrol, and are now holding them hostage, and so the two sides are at a stalemate. Monroe will then let you know that
Camp McCarran wants the situation resolved, even if there are "acceptable casualties" (meaning the hostages), and so he'll give you permission to sneak into the ruins and deal with the Khans, or boldly walk in and negotiate with their leader.
Inside the ruins, you'll find five NCR troopers on the eastern side and six Great Khans, including their leader Jessup, on the western side. Both sides will be neutral to you, even if you're vilified by their faction, and they shouldn't mind if you wander around in the ruins.
To complete the quest, you'll have three options:
- You can negotiate with Jessup in the hideout (#3). With at least 45 Speech, you'll be able to convince him to release the hostages (#2) and leave the ruins under escort from the NCR. However, when you return to Monroe to tell him the good news, he'll inform you that he has orders to kill the Khans. If you answer him with the dialogue options that begin with "the Great Khans let the hostages go" and "if you have any integrity," then he'll ignore his orders and allow the Khans to leave peacefully. For this case you'll gain fame with the Great Khans and the NCR. If you're not convincing with Monroe and the NCR ends up attacking the Khans, then you'll only gain fame with the NCR.
- You can kill the NCR troopers in the area, including Monroe. The troopers will drop
Service Rifles when they die. Afterwards, when you meet up with Jessup in the hideout (#3), you'll be able to tell him that he and the other Khans are free to go. The Khans will then head out of the ruins, and they'll leave the hostages (#2) behind. If you want, you can free the hostages, or leave them be, or kill them. It won't make any difference for the quest (although it appears that if you kill the hostages, then you'll always gain NCR infamy, even if you do it while you're hidden). For choosing this path, you'll gain fame with the Khans.
- You can kill the Great Khans in the area, including Jessup in the hideout (#3). The Khans will drop
10mm Submachine Guns when they die. The quest will end once you've finished off the Khans; actually freeing the hostages (#2) is optional. For choosing this path, you'll gain fame with the NCR.
Regardless of what you choose, you'll gain 300 xp at the end of the quest.
Note: If you kill any NCR troopers in the ruins, even if you do it while hidden, then the hostages might attack you when you free them. If you kill members of either side while trying to negotiate a settlement, then Monroe might not acknowledge that the hostages have been freed, forcing you to finish off one side or the other.
Another Note: If Jessup survives, then you'll be able to meet him in
Red Rock Canyon. If the privates survive, then they'll forever stand next to the entrance to the ruins.
