Overview
Like many of the vaults in the Mojave Wasteland, Vault 19 was built to test something -- in this case, forced segregation. Its population was divided into two groups, one "red" and the other "blue," and each group was given half of the vault. If you read the terminals and patient records that you'll find scattered around the vault, then you'll discover that the experiment didn't go very well (or perhaps it went perfectly), as the two sides became paranoid and eventually killed each other.
When you reach the vault, you'll find it inhabited by escaped convicts (on the top level), plus fire geckos and nightstalkers (on the lower levels). The convicts came from the
NCR Correctional Facility, but they're not related to the Powder Gangers, and so your reputation with that faction shouldn't make any difference. That means you should be able to talk to the convict leaders (#1 and #2) and perhaps complete the quest

1 - Blue Overseer's Office
This is where you'll meet Philip Lem. He's involved in the quest
Why Can't We Be Friends? He'll give you the
Blue Sector Key Card. Also in the office you'll find a terminal. If you read the "data corrupted" entry on it, then you'll learn a password, but this password won't actually unlock anything (probably it should unlock the terminal under the office, reached via Exit D).
2 - Red Overseer's Office
This is where you'll meet Samuel Cooke. He's involved in the quest
Why Can't We Be Friends? He'll give you the
Red Sector Key Card.
3 - Cafeteria
You'll find a
C-4 Plastic Explosive next to the Nuka-Cola vending machine.
4 - Clinic
Inside the clinic you'll find first aid boxes,
Stimpaks, and
Doctor's Bags, plus a
C-4 Plastic Explosive (in between the filing cabinets), a copy of
Today's Physician (on the desk), and several patient records: 5498465 (on the floor by the examining table), 3905698 (under the shelf), 1648654 (on the floor by the desk), 6585645 (under the desk),1687865 (on the desk).
5 - Blue Room
You'll find a copy of
Programmer's Digest in this room (under the desk).
6 - Blue Room
Inside this room you'll find a
Sunset Sarsaparilla Star Bottle Cap (on the desk next to the terminal).
7 - Blue Room
You'll find a
C-4 Plastic Explosive in this room (under the couch).
8 - Microcline Rock
This rock is involved in the quest
Why Can't We Be Friends? You can also use it (with enough
C-4 Plastic Explosives and a high enough Explosives skill) to blow up the Sulfur Cave and Vault 19.
9 - Doorway
You'll find a
C-4 Plastic Explosive on the ground next to the doorway here.
Exits:
- Red elevator between the 1st Floor and the Living Quarters.
- Blue elevator between the 1st Floor and the Living Quarters.
- Hole between the Living Quarters and the Sulfur Cave.
- Elevator between the Sulfur Cave and the 1st Floor. If you can pick the "hard" lock on the door (in the Sulfur Cave), then you'll be able to take this elevator up to the 1st Floor, right under the Blue Overseer's Office (#1). However, to enter the office, you'll need to hack the "average" terminal just past the elevator door.
