Background
You'll receive this mission at some point after completing the mission on
Horizon.
Walkthrough
When you talk to Garrus (in the main battery of the
Normandy), he'll inform you that he has a lead on Sidonis, the man who betrayed him on Omega. Apparently, Sidonis was recently spotted on the
Citadel with a forger named Fade, "an expert at helping people disappear." Garrus will then ask you to go to the Citadel with him, so he can confront Sidonis before he takes advantage of Fade's special skills.
When you arrive on the
Citadel (Widow / Serpent Nebula), you'll need to talk to Captain Bailey in the C-Sec offices. He'll tell you that Fade is working with the Blue Suns, and that you might be able to find him in the warehouse on Level 26. When you reach the warehouse, you'll find a volus and two krogan bodyguards there. The volus won't want to help you, and he'll order his bodyguards to attack. If you use the renegade interrupt, then you'll kill the bodyguards and gain +5 renegade points. Otherwise, you'll just convince the bodyguards to leave. Either way, the volus will tell you that Fade is really a former C-Sec officer named Harkin (who you might remember from Mass Effect), and that he works in the Factory District.
When you reach the Factory District (via one of the rapid transit terminals in the
Citadel), you'll encounter Harkin right away, but he'll sic his bodyguards on you and flee deeper into the district. You'll then have to chase Harkin down, killing numerous mechs (including some heavy mechs) and Blue Suns mercenaries along the way.
During your pursuit, you'll come across some
Forged IDs (in the Office). Picking them up will trigger the assignment "Found Forged ID" or update the assignment "False Positives." These are the same assignment, just with two different names. The assignment is covered in the location entry for the
Citadel.
Eventually, you'll catch up to Harkin (in the back of the Foundry). He'll be swayed by your arguments, and he'll set up a meeting for you with Sidonis. At the end of the conversation, Garrus will pull out his gun with the intention of shooting Harkin in the leg, but you'll get a paragon interrupt to stop him if you want.
At the meeting site (in the Orbital Lounge), Garrus will send you out to talk to Sidonis while he sets up a sniper shot. If you want to save Sidonis, then you should use the paragon interrupt to keep Sidonis out of Garrus's sight, and eventually convince Garrus that this sort of revenge isn't necessary. If you want Sidonis to die, then you should just let Garrus take his shot. Garrus will become loyal either way, and he'll gain the Armor-Piercing Ammo power as a result.
