Location: The Citadel

Overview

The Citadel (Widow / Serpent Nebula) is involved in a handful of missions, including "The Council" (see below), Sins of the Father, and Eye for an Eye, but mostly it's just there for your shopping convenience. You'll find five shops on the Citadel (#3, #4, #6, #12 and #13), and at most of them you'll be able to convince the shopkeeper to give you a 17% discount. The shopkeepers won't notice if you claim that each shop is your favorite.

Mission: The Council

When you first board the Normandy, you'll receive a mission to meet with the Council on the Citadel. To get to the Council, you'll need to select the Presidium exit on one of the rapid transit terminals (Exit A). This will put you into a meeting with Captain Anderson, and perhaps the Council, depending on if they survived Saren's attack at the end of Mass Effect.

If you put Anderson on the Council, or if you saved the Council, then they'll offer to reinstate you as a Spectre -- provided you stick to the Terminus Systems and "keep a low profile." If you put Udina on the Council, and if you chose not to save the Council, then you won't get the offer. Being a Spectre (or not) won't really change a whole lot in the campaign. You'll just receive a couple of different dialogue options here and there, such as with Kalara Tomi's assignment (see #10).

You won't receive a reward for completing this mission.


1 - Scanner

When you pass through the scanner here, you'll discover that the Citadel thinks you're dead. This will trigger the mission "Captain Bailey," which you can complete by talking to Captain Bailey (#2).


2 - Captain Bailey

When you talk to Captain Bailey, he'll notice that you're listed as dead. If you want to, you can have him change your status, or you can stay dead. It doesn't appear to make any difference either way. Captain Bailey is also involved in the missions Sins of the Father and Eye for an Eye.


3 - Citadel Souvenirs

At Citadel Souvenirs you'll be able to buy a Space Hamster, Illium Skald Fish, Model - Normandy SR1, and Model - Destiny Ascension. After completing the mission on the Collector Ship, you'll also be able to purchase Thessian Sunfish and Model - Sovereign.


4 - Zakera Cafe

At the Zakera Cafe you'll be able to buy High-Grade Provisions (for the assignment "Special Ingredients" on board the Normandy), the Ascension Novel, and the Revelations Novel.


5 - Kargesh and Rukar

Kargesh and Rukar are krogan. When you approach them, you'll hear them discussing whether there are fish in the lakes of the Presidium. This will trigger the assignment "Krogan Sushi." To learn the answer to their question, you'll need to talk to the Presidium Groundskeeper in the Dark Star Lounge (#8). He'll tell you that the lakes are simply reservoirs, and that no fish live in them.

This will give you two ways to complete the assignment:
  • If you bought the Illium Skald Fish from Citadel Souvenirs (#3), then you'll be able to convince Kargesh that you got it from the Presidium. This will earn you +5 renegade points.

  • You can tell Kargesh the truth. This will earn you +5 paragon points.
Either way, you'll also earn 1000 credits and 40 xp.


6 - Rodam Expeditions

At Rodam Expeditions you'll be able to buy upgrades for Sniper Rifle Damage, Heavy Pistol Damage, and Submachine Gun Damage, plus an Off-Hand Ammo Pack and an Aegis Vest.


7 - Khalisah al-Jilani

Khalisah is a news reporter with an agenda. You might remember being interviewed by her in Mass Effect. This time around she'll just provide you with an opportunity to gain renegade or paragon points. It won't make any difference what you say to her, or if you use the paragon interrupt to punch her.


8 - Presidium Groundskeeper

The groundskeeper is involved in the assignment "Krogan Sushi" (see #5).


9 - Bartender

If you're working on the assignment "Serrice Ice Brandy" (triggered on board the Normandy), then you'll be able to purchase a bottle of the brandy from the tray next to the bartender.


10 - Kalara Tomi

After completing either of the loyalty missions on the Citadel (Sins of the Father or Eye for an Eye), an asari named Kalara Tomi will show up here. When you approach her, you'll trigger the assignment "False Positives," which might replace the assignment "Forged IDs" (if you picked it up during the mission Eye for an Eye).

When you talk to Kalara (perhaps after soothing her hatred for humans), she'll inform you that she's somehow been classified as "a potential risk for geth infiltration," and that C-Sec won't allow her to board a ship back to asari space. There are a few ways that you can help Kalara:
  • If you choose the dialogue option that starts with "you owe us," then you'll tell Kalara off and complete the mission, but you won't receive any sort of reward.

  • You can talk to the C-Sec customs officer at the entrance to the Citadel, and use the renegade or paragon dialogue options to convince her to allow Kalara to leave. This will net you +5 renegade or paragon points.

  • If you were reinstated as a Spectre, then you can just order the customs officer to allow Kalara to leave. This will net you +5 paragon points.

  • If you found the Forged IDs during the mission Eye for an Eye, then you can give them to Kalara, and she'll be able to use them to leave the Citadel. This will earn you +5 renegade points.

    Note: You can also give Kalara the Forged IDs after convincing the customs officer to let her leave, and earn extra morality points.
Regardless of the method you use, as long as Kalara is allowed to leave the Citadel, then you'll also earn 1000 credits and 40 xp.

Note: If you're in the middle of a loyalty mission on the Citadel, then you might not receive the proper dialogue options when you speak with the C-Sec customs officer, and so you might not be able to advance the assignment. For this case, you should just complete the loyalty mission first and then get back to the assignment.


11 - Used Ships

This shop is just for show. You'll never be given a reason to buy a used ship.


12 - Lia'Vael and Kor Tun

When you approach this spot, you'll overhear Kor Tun accusing Lia'Vael of being a thief, and demanding to a nearby C-Sec officer that she be arrested. This will trigger the assignment "Crime in Progress."

If you investigate the matter, then you'll learn that Kor Tun somehow lost his credit chit after bumping into Lia'Vael outside the Sirta Foundation (#14). Kor Tun will claim that Lia'Vael stole the chit from him there, and Lia'Vael will claim that she's innocent.

To figure out what happened, you'll need to visit Kian Louros at the Sirta Foundation (#14) and Marab at Saronis Applications (#13). Kian won't remember much, although she'll confirm that Kor Tun didn't purchase anything from her shop. Meanwhile, Marab will reveal that Kor Tun made a purchase with him, and left his credit chit behind.

When you return to Lia'Vael to report on what happened, Kor Tun won't exactly be apologetic, and even the C-Sec officer will threaten to arrest Lia'Vael for vagrancy. This will give you an opportunity to use a paragon interrupt to tell them off. But regardless, you'll gain +5-10 paragon points for helping Lia'Vael out, and 1000 credits and 40 xp for completing the assignment.


13 - Saronis Applications

At Saronis Applications, you'll be able to purchase upgrades for Tech Damage and Damage Protection.


14 - Sirta Foundation

At the Sirta Foundation, you'll be able to buy Life Support Webbing and an upgrade for Medi-Gel Capacity.


15 - Shipping Warehouse

The warehouse is involved in the mission Eye for an Eye.


16 - Advertisement

If you have the Kasumi DLC installed, then this is where you'll first meet Kasumi.


Exits:
  1. Rapid Transit. You'll be able to use the rapid transit terminals to quickly move around Zakera Ward, plus go to the Factory District (for the mission Eye for an Eye), the Presidium (for the mission "The Council"), and the Normandy (to exit the station).
