Commentary:

This skill decreases the requirements of spells (in terms of level required) and increases your mana regeneration rate. The regeneration boost is nice, and can be quite useful depending on your character. This skill isn't that impressive for spell requirement reduction since by the time you acquire this skill, you can also equip nearly every spell. If you find yourself needing more mana, pursue this skill with a bit more zest.
